DOJ Criticizes Sarah Discaya’s Gesture Amid Flood Control Probe

The Department of Justice (DOJ) has expressed concern over the actions of controversial contractor Cezarah “Sarah” Discaya, who made a finger-heart gesture and a remark to reporters during an ongoing investigation into alleged corruption in flood control projects.

DOJ Calls Out “Insincerity”

In a statement to reporters, DOJ spokesperson Jose Dominic Clavano IV described Discaya’s conduct as a sign of “insincerity and complacency.”

“The heart sign and the remarks of Ms. Sarah Discaya are all taken into account in the assessment and evaluation of the persons involved. It is a sign of insincerity and complacency,” Clavano said in a Viber message on Sunday.

Clavano added that the DOJ expects individuals involved in such a serious investigation to maintain proper decorum.

“We urge all persons of interest in this case to behave accordingly,” he emphasized.

Discaya’s Witness Protection Status

Sarah Discaya and her husband Pacifico Discaya are currently under the DOJ’s Witness Protection Program (WPP). The couple is also applying to become state witnesses, which, if granted, could absolve them from potential criminal and civil liabilities tied to the corruption probe.

The DOJ clarified that witness applications undergo strict evaluation and that behavior during the process may form part of the overall assessment. The department has been handling sensitive testimonies in connection with alleged irregularities in public works, particularly in flood control projects.

The Gesture and Remark

The controversy arose when Discaya, upon arriving at the DOJ building for a case build-up session, flashed a finger-heart sign—a gesture often used to express affection or friendliness. Reporters noted that the act seemed out of place, given the gravity of the allegations being investigated.

Later, as she was leaving the DOJ premises, Discaya addressed the media with a lighthearted comment:

“Gandahan niyo ’yung memes ko (Make my memes look good).”

The remark quickly drew criticism, with observers viewing it as dismissive of the seriousness of the proceedings.

Broader Context of the Flood Control Probe

The Discayas’ involvement in the probe comes amid growing public scrutiny over corruption in flood control projects—a key component of infrastructure programs in the Philippines. Allegations of overpricing, rigged bidding, and misuse of funds have prompted the DOJ to intensify its investigation.

The case has also gained significant attention due to the personalities implicated, many of whom are linked to public works contracts. For the DOJ, witness cooperation is crucial in building strong cases, but the credibility and perceived sincerity of witnesses play a vital role in judicial processes.

Public Reaction and DOJ’s Firm Stance

The viral nature of Discaya’s gesture and comment has fueled public discourse, with critics highlighting how such behavior undermines the seriousness of corruption investigations. Memes and online commentary have circulated widely, amplifying the controversy.

The DOJ, however, made it clear that levity has no place in an ongoing probe of this magnitude. By labeling Discaya’s behavior as “insincerity and complacency,” the department sent a strong message that participants in the case are expected to demonstrate respect for legal proceedings.

Looking Ahead

As the evaluation of the Discayas’ state witness application continues, their actions—both in testimony and in public demeanor—are likely to influence the DOJ’s assessment. With corruption in flood control projects under intense scrutiny, the case remains a critical test of the government’s resolve to address systemic irregularities.
