DOJ Criticizes Sarah Discaya’s Gesture Amid Flood Control Probe
The Department of Justice (DOJ) has expressed concern over the actions of controversial contractor Cezarah “Sarah” Discaya, who made a finger-heart gesture and a remark to reporters during an ongoing investigation into alleged corruption in flood control projects.

In a statement to reporters, DOJ spokesperson Jose Dominic Clavano IV described Discaya’s conduct as a sign of “insincerity and complacency.”
“The heart sign and the remarks of Ms. Sarah Discaya are all taken into account in the assessment and evaluation of the persons involved. It is a sign of insincerity and complacency,” Clavano said in a Viber message on Sunday.
Clavano added that the DOJ expects individuals involved in such a serious investigation to maintain proper decorum.
“We urge all persons of interest in this case to behave accordingly,” he emphasized.

Sarah Discaya and her husband Pacifico Discaya are currently under the DOJ’s Witness Protection Program (WPP). The couple is also applying to become state witnesses, which, if granted, could absolve them from potential criminal and civil liabilities tied to the corruption probe.
